屋苑保安工作淺談

從前負責保安工作的前綫人員一律統稱為「看更」,現今流行一般則稱為「護衛員」或「保安員」,三者都具有看守大門、保衛建築物財產及其使用者人身安全之意。隨著社會進步,保安工作制度化,所有從事保安工作人員都必須要完成由保安局轄下之「保安及護衞業管理委員會」指定的規範培訓及領有相關牌照,方可從事相關工作,令到行業更加制度化及專業化,實屬好事。

然而,每位住戶對護衛工作都有不同的標準及要求,保安公司亦不可能滿足所有顧客的訴求,因此對於保安員為住戶開門禁及拉門是否其日常職責的問題上纏繞多年,自然產生了不少不必要的磨擦及矛盾。參閱了保安及護衛業管理委員會制定的「大廈保安人員須知」,保安人員的主要職責包括:

  2. 登記訪客
  3. 報告及記錄事故
  4. 應付緊急事故
  5. 監察保安糸統
  6. 妥善保管鑰匙
  7. 防止及偵測罪案
  8. 巡邏
  9. 確保消防安全
  10. 處理投訴

從上述第1及第2項清晰可見,保安員概括的主要職責是依循既定的出入口管制政策去執行工作,「防止任何人未經許可進入大廈」及「登記訪客」。而要高效及有效地分辨出來訪者是否擁有相關許可權限進入屋苑,保安員便有賴各住戶出示其具有開啟門禁功能的八達通拍卡通過感應器,以資識別。而其餘沒法出示及通過的,才是保安員需要著眼及跟進的訪客人群!

保安員不是門僮

近年香港流行講求服務質素,部份保安員因為和住客熟落便主動按掣開門或甚至拉門,日子有功,養成習慣,往往有新保安員加入時,稍有怠慢便捱駡或惹來投訴。前綫人員為了保住飯碗(或保著其不可取替的地位),便唯有照做如儀,形成風氣。反之其他住戶也投訴保安胡亂開門給陌生人,造成紛爭。無可避免地,這樣便打開屋苑保安的一個嚴重缺口,令犯罪份子輕易有機可乘,例如尾隨住戶或假扮住客等,影響了全屋苑的安全系數,得不償失!

至於為有特別照顧需要的住戶拉門,例如老人、輪椅及拐杖使用者或兩手攜帶重物者等,在不影響保安人員執行職務的原則下,倒是無可厚非。但大前提是該等住戶也必須要遵從保安規則,出示其八達通卡及通過閱讀機,保安員才根據其判斷而決定是否開門否則亦不應在沒有合理原因下私自判斷而給予例外。

出入拍卡安全又輕鬆

身為屋苑業主,租客甚至外藉傭工,外出乘搭交通工具或購物都用上八達通卡作支付之用,部份型號手機也安裝了內置卡功能,使用十分普及方便。相對於全屋苑二仟多戶的安全,要求每位住戶出入拍卡也是很合理的要求吧!曾經有住戶已離婚,但其分居前妻遷出後仍回來屋苑騷擾家人,甚至擅闖及享用會所桑拿設施,影響其他住戶,最終需要召喚警員到塲解圍!此事突顯保安員單憑肉眼及記憶去判斷來訪者進入屋苑範圍的合法性既不可取也絕對不妥!而屋苑屬於高中檔物業,如有事故發生,錢財及人命損傷固然在所難免,而隨之而來樓價亦會受到影響。相比之下,大家只需要配合拍卡出入,便可讓前線保安員專注於其份內事,保障鄰居大眾安全,何樂而不為呢?

屋苑保安漏洞

這個問題可分為「硬件建築結構」「軟件保安人手素質」兩部份。前者涉及屋苑本身設計、周邊環境變化及社會事件而必須要盡快檢討。而後者則涉及保安人員專業知識及應對技考,都有賴新聘用的「警衛國際保安」給予其專業意見及指導。還記得數月前在面標時,承辦商曾承諾免費加送駐塲經理及進塲後為屋苑提交一份安全檢討報告,這將會是保安及安全小組未來數月的工作焦點,待稍後有空再詳談吧!

    Great job and thanks for your effort and time to coordinate various issues at the Belchers. We must consider making big changes to important the current situation. 1). the main gate entrance from Pok Fu Lam road where a new gate is needed to block off the entire road and not leaving a big gap so people can freely transpassing without using the iron door on both sides of the walkways. A good example is the road entrance of the Craigengower Cricket Club (CCC) at Causeway Bay where a gate is blocking the entire driveway so the pedestrian has to use the iron gate on the walkway and a guide is positioned for security and membership check. Very effective. 2). The guides at the doorway (entrance) aren’t meant as doormen for opening doors but for security purposes. To reduce the despite, the guide standing outside of the building should not have the ability to open the doors but to call to the service desk inside the building e.g. at the main lobby or the Pok Fu Lam road tower (controlling the opening of the road gate) to open the door if needed. The guides outside of the building should only help to do the registration before they call to the service desk to open the gate. This could help to reduce the argument for not opening the door for the guests. Also, the additional guides provided by the new security company are basically useless e.g. the additional guide standing between Tower 1 & 2 is normally doing nothing but to stand at the midway of the walkway and blocking off the tenants in/out. They should have a fixed position that is not in the middle of the walkway. At the Cyber Port, the guide helps to open the door for the taxi and then immediately asking the visitors/passengers of the taxi of which tower they are visiting. It could reduce the risk of visitors arriving without a security check at the entrance gates.

      Thanks Raymond for your candid feedback. Agree there is a structural problem at the Pokfulam Road Main Gate entrance and relevant layout modification and reconstruction works is required to adapt for our needs. Regarding the security guard stationing at all entrances, their job is to identify visitors/ strangers and assist them in locating the owners who invite them to the compound. They should stop and send the trespassers away and additional help could be sought through the walkie talkie if their instruction is being ignored.

      The guards between towers show their value in monitoring the moving activities at the backdoors during the day time. Besides trespassers, they also ensure the movers are using the passenger lifts carefully and not to cause any nuisance to the residents. When there is no moving activities, probably they can help out manning the taxi stands and direct the visitors. Good point thanks.
